Production in Turkey decreased. To eliminate the state budget deficit, the property tax was legislated on condition to be applied once in order to transfer a part of the wealth of people, who profited greatly of war, to the goverment. The goal was to reduce the load which the government was burdened because of the war. In recent studies, it has been stated that the property tax was collected only from non-Muslims. However, with this study on the city of Aydin, wealthy Turkish-Muslims in the cities of Anatolia, too, had paid this tax; and in Aydin, there were not any non-Muslims among the property tax payers.
