How can we explain the integration of EU maritime foreign and security policy? In other words, how can we explain the addition of the 'maritime' as a new dimension to the EU's foreign and security policy? What are the main mechanisms that ensure integration in the maritime domain? What were the driving forces behind member states' adoption of the EU Maritime Security Strategy (EUMSS), which they initially opposed, after a short period of time? This article aims to clarify these questions by conducting an in-depth and theoretical study of the adoption of the EUMSS.
