During the Greek Occupation, the Head of The Sanjak of Saruhan was Husnti Bey who was known for his negative approach to the Turks. After the Independent War, Huseyin Aziz Bey was appointed to the office of Governor of Saruhan. He had before held offices of kaymakam, mutasarrif, and had high positions in the Police Force. The Sanjak of Saruhan faced with post-war socio-economic problems. Many cities were in ruins or ashes. It was Aziz Bey who took initially steps in order to solve these problems by initiating reconstructive campaigns. For his achievements in Saruhan, he was assigned as the Vali of Izmir and then could become the Mayor. Being a successful local administrator and civil servant, he became a member of the Turkish Parliament.
